We recently undertook a PUWER review for a large college and during a general discussion with one of the college H&S advisor's the Subject of the OHSCR scheme was brought up. The college H&S advisor mentioned that the consultants that they use had claimed they had not signed up to OHSCR as one of the schemes requirements is for the OHSCR consultants to report any non-compliance issues direct to the HSE. From the area we reviewed it was clear that the college puts a lot of effort into making sure health & safety is taken seriously; so would appear to have little to be fearful of. However this does seem to raise a wider issue that maybe some; maybe even many of the employers out there don`t really understand the benefits of OHSCR. Will this end up with them being easily fooled by consultants. What do others think? A cynical view at our end is that the consultants probably don`t qualify to join the scheme and are using a smoke screen to hide this. However maybe others have a different view.
