DSEAR imposes a requirement to eliminate or reduce risks to safety from fire, explosion or other events arising from the hazardous properties of any dangerous substance used in connection with a work process. The responsible person must carry out a suitable and sufficient assessment of risk to employees for dangerous substances that are or may be present on-site.

DSEAR should supplement ongoing fire risk assessment undertaken in line with requirements of the Regulatory Reform (Fire Safety) Order 2005.
This survey and assessment undertaken focussed on dangerous substances and any potential release sources associated with site operations – while also evaluating whether existing control measures were sufficient to limit the likelihood of fire and / or explosion incident. The comprehensive report provided took into account regulatory requirements and established best practice guidance documents.
Given that complete eradication of flammable or combustible material is inappropriate for site operations, the primary basis of safety adopted requires avoidance of flammable atmospheres outside of equipment by adequate ventilation and avoidance of ignition sources in hazardous areas as far as possible.
As part of the survey verification of explosion protection was carried out by viewing technical protection measures such as ventilation and the installation of equipment suitable for the zone of hazard. This was recorded in the hazardous zoning.
