The key objective was to determine whether proposed digital print operations are subject to duties within DSEAR and comment on relevant hazards and control measures employed. Supporting information was provided by Phil Whitehead, Engineering Manager – who advised that ongoing arrangements at the time of survey were typical.
Process activities are largely confined to a traditional press hall with separate storage, workshop and utility areas. Digital operations are proposed using a controlled overlay.
Strict controls apply in regard to plant operation – and the digital equipment in particular – as any vapour present may present a DSEAR risk unless ventilation and ignition controls are adequate. Emergency procedures and maintenance underpin the safety strategy and likely hazards are largely reflected in the plant design to limit the risk of harm.
